Noting that the present flags were getting a bit tattered, Blue Springs resident and alderwoman Rhonda Horton decided to purchase new flags and donate them to the village in memory of her father, champion dog trainer and Master Gardener Randy Pannell, who died in 2019.

The flags were first raised in a ceremony before the meeting of the board of aldermen this past Tuesday night.
